INFRASTRUCTURE DEVELOPMENT PROJECTS

 

Doha West Sewage Treatment Works, Doha, QATAR

 

There has been a Sewage Treatment Works (STW) at the site of Doha West since 1985. The existing STW comprises preliminary treatment, primary settlement, activated sludge secondary treatment, rapid gravity sand filtration and chlorination. Sludge is thickened, anaerobically digested and dewatered on sludge drying beds.

Treated effluent is used for irrigation of Greater Doha and also for agriculture.

The existing Doha West STW has a capacity of around 62,800m3/day which is equivalent to serving a population of around 235,000 people and which represents approximately 50% of the population of Greater Doha.

The existing sewage treatment works is to be extended under the scope of this project to treat a capacity volume of 135,000m3/day which will be sufficient for an equivalent population of 500,000.The facility shall also be upgraded generally to provide an improved effluent treatment standard.

The Works are awarded to the Degremont SA-Marubeni Corporation Joint Venture on a lump sum contract for Design and Build over a 30 month period. The Design and Build Contract is followed by a 10 year period of Operation and Maintenance by the Contractor.

PROJECT SCOPE:

The principal elements of the Works to be designed, constructed and set to work include, but are not limited to the following:-

  • New inlet works including incoming mains reception chamber, screening, grit removal and odour control,
  • Demolition of the existing inlet works,
  • New aeration tanks and associated secondary settlement tanks designed to achieve nutrient removal,
  • Uprating of the existing aeration plant and secondary settlement tanks to achieve nutrient removal,
  • Microfiltration tertiary treatment plant,
  • Sludge thickening plant,
  • Aerobic sludge digestion plant
  • Sludge dewatering facilities
  • Improved Septic tank reception facilities,
  • Storm tanks,
  • Additional power supplies including transformers and standby generators,
  • Inter-process pipework
  • Refurbishment and upgrading of the existing facilities
  • Landscaping and site works.

DCI SCOPE:

QUANTITY SURVEYING SERVICES

1)         Part 1: Design Stage Services

sludgehandling

  • Assistance with preparation and submission of Design Documents including basic review to ensure compliance with the contract requirements.
  • Liaising with JV and client organisation and coordination of all response, attending design meetings, initiating and reviewing and responding to all correspondence.
  • Monitoring all design changes and variations and preserving the Marubeni and JV entitlement.
  • Assistance with management of JV matters.
  • Assistance with procurement of sub-contractor’s and suppliers, including applying Marubeni standard documentation and procedures (with necessary modifications and improvement) and managing the selection and award process.
  • Assisting with preparation of all applications for payment and liaising with Engineer and Client over payment.
  • Assistance with distribution of payments to sub-consultants and sub-contractors.
  • Management, coordination and supervision of staff to ensure adequacy of Final Specifications for Workmanship, Equipment and Materials, Bills of Quantities (BOQ), coordinating and editing engineers’ draft documents and training/supervising local personnel
  • Providing general support and assistance with review and issue of detailed methodologies, plans and programmes produced by relevant engineers, cost and budget control  and review of all Design Reports
  • Assisting with the preparation of the particular Project Procedures, covering office and project management, QS management (comprising contractual and commercial controls), general administration, quality assurance and control , health and safety control.

 

2)         Part 2: Construction/Maintenance Stage Services

 

  • General Administration, Coordination and Quantity Surveying Services, including:-

 

    • Implementing the particular Project Procedures, (see above) internally with the Marubeni and JV Team and coordinating with the Engineer and
      Employer as applicable, to ensure mutual understanding of procedural requirements.
    • Commercial and contractual management.
    • Processing of all requests for payment (as applicable).
    • Supervision and management of staff engaged on the measurement of works in progress, preparation and agreement of monthly payment valuations under the main contract and also with main subcontractor’s and the receipt and issue of payments.
    • Supervision and management of staff engaged upon the identification, issue, measurement and pricing of Engineer’s Instructions/ Variation Orders and agreement of the values of same with the Engineer.
    • Management and supervision of local staff on Quality Control, Quantity Measurement, Safety and Schedule.
    • Assistance with progress monitoring and control including viewing output of the planning engineer for internal purposes and before submission of any reports to the Engineer.
    • Assistance with team coordination, ensuring that the project team take consistent and timely action.
    • Preparation and issue of notices for Substantial Completion certificates and similar certificates and notices.

 

  • Contractual administration, working very closely with the project team:-

 

    • Initiating or reviewing contractual correspondence.
    • Advising of contractual significance.
    • Suggesting and applying suitable methods of action/ response including preparing all contractual letters for signature of Project Manager, discussion and negotiation between the parties to avoid or settle disputes.
    • Notifying and initiating actions for contractual claims e.g. for disruption or for extension of time and associated costs.
    • Advising on status/legal basis of claims, recommending and then implementing appropriate measures;
    • Preparing internal contractual and commercial reports.
    • Supporting/leading in negotiation, agreement, dispute management, arbitration or litigation.

 

  • Completion/Maintenance Supervision Services, including:-

 

    • Assistance with management of completion activities (including coordination and control of submissions of as-built drawings, O & M Manuals, spare parts, tools, training etc)
    • Assistance and management of defects inspections and punch list control
    • Preparation and issue of Defects Liability Certificates and similar certificates and notices.
    • Preparation of Final Account (see above also)
    • Assistance with preparation of Final Reports.

 

  • The DCI Services also generally include or require the following:-

 

    • To arrange, attend and chair meetings all as required by the Project Manager or as the circumstances dictate with the Client, the Engineer, the JV partner and/or the subcontractors.
    • To provide similar services to the above as may be required and requested by Marubeni on any other of their ongoing or potential projects.
    • Coordination within the Marubeni project team, ensuring that all technical inputs are provided by respective engineers during the implementation of the Project and in a timely manner.
    • Assistance with local staff training, supervision and coordination.

Lusail STW , QATAR

 

Lusail Development STW is a new-build sewage treatment works designed to serve new developments north of Doha with a population equivalent of 203,000.

Treated effluent is used for irrigation of Greater Doha and also for agriculture.

The Project comprises the design, construction, operation and maintenance of the Works described below

The Contract for the Works has two distinct parts which are:-

 

  • Design and Build Works which include Tests on Completion, awarded on a lump sum turnkey basis over a 21 month Contract Period.
  • Operate and Maintain Works which include further Tests after Completion awarded on a reimbursable basis over a 10 year Contract Period.

 

 

 

CLIENT:

Marubeni Corporation who are in Joint Venture with Degremont SA and Mushrif Construction & Trading Co. for the Employer - the Qatari Real Estate Investment Company (a limited liability company by shares fully owned by the State of Qatar).

PROJECT SCOPE:

The principal elements of the Works to be designed, constructed and set to work include the following:-

 

  • A new raw sewage pumping station (PSLD1)
  • Modification of an existing raw sewage pumping station (PS35/1/1)
  • 10km of transfer pipelines including gravity sewer and pumping mains
  • Inlet works including incoming mains reception chamber, screening, grit removal and odour control
  • Membrane bioreactor treatment plant
  • Sludge thickening plant
  • Aerobic sludge digestion plant
  • Sludge dewatering facilities
  • Sewage tanker reception facilities
  • TSE pumping station
  • Additional power supplies including transformers and standby generators,
  • Inter-process pipework
  • Landscaping and site works
  • 9km of TSE pumping mains

 

PERIOD OF SERVICES:

Mid 2006 to end 2008 for the Design and Build Works

DCI SCOPE:

Doha North STE Pumping Station and Mains, QATAR

 

Doha North TSE Pumping Station and Mains is new-build effluent pipeline and pumping station designed to serve new developments north of Doha and with a design population capacity of approximately 203,000.

The Project comprises the construction of the Works described below, design being limited to final detailed design of TSE3 mechanical, electrical and control items.

CLIENT:

Marubeni Corporation for the Public Works Authority of Qatar.

PROJECT SCOPE:

The principal elements of the Works to be designed, constructed and set to work include, but are not limited to the following:-

  • 15.0 km of twin 1600mm dia TSE main

  • TSE3 Pumping Station, Generator/HV Building and ancillary structures
  • 6 Variable Speed pumps, motor control centre and ancillary works

  • HV power supply from primary substation, switchgear and metering
  • Intersite pipework and chambers
  • Power, telecoms, storm drainage and foul drainage (including pumping stations), potable water pipework and all other services required for TSE3

  • Detailed design for TSE3 mechanical, electrical and control items
  • Final surge analysis report for TSE3

Qatar Power Transmission System Expansion, EHV Cables, Doha, QATAR

 

 

As the self proclaimed fastest growing economy in the world, Qatar has been undertaking a major, comprehensive and committed programme of infrastructural development to ensure that the fast expanding built environment is supported by the highest world class standard of infrastructure in terms of water and power supplies, water treatment, transportation and communications.

DCI’s principal Client in Doha is Marubeni Corporation of Japan, who as a major international contractor and trading company, possesses the resources, capability and commitment to support and implement these major development projects within the required parameters.

Under a Contract signed in early 2008, DCI’s Client received their latest cabling contract for the installation of Extra High Voltage Underground Cables in Doha. The scope of this latest project comprises a 6 x 220KV cables and 6 x Pilot Cables between two existing Super Substations with an overall route length of 7.8 Km.
