Boryspil State International Airport Development Project ,
Kiev, UKRAINE

 

This project comprises the Construction of a new International Terminal Building, with new aircraft parking apron and associated landside facilities within the existing capital city airport namely Boryspil State International Airport at Kyiv, Ukraine. The Airport is situated approximately 29 kilometres to the southeast of the city of Kyiv.

The project executing agency is the Boryspil State International Airport Authority under the Council of Ministers of the Government of Ukraine. The new terminal building and associated works have been designed by Japan Airport Consultants Inc. of Tokyo, Japan. The design was prepared in Kyiv. The Project is funded by a Loan from the Government of Japan via the Japan Bank for International Cooperation (JBIC).

DCI provided full quantity surveying, commercial and contractual management support services throughout the basic and detailed design stages of the Project through the assignment of senior personnel to the consultant’s project management team in Kyiv.

QUANTITY SURVEYING SERVICES

 

 

Engineering Design Stage Services

 

 

 

 

a)

Preparation of PQ documents and assistance with pre-qualification of construction contractors, including:-

 

 

 

 

 

  • Preparing PQ documents for international tendering, with all necessary schedules and pro-formae
  • Preparing PQ guidelines, defining the procedures for reviewing, scoring and ranking prospective tenderers, with detailed evaluation forms
  • Preparing media notices
  • Analysing and preparing responses to applicant’s queries
  • Reviewing applications from the legal, administrative and technical viewpoints
  • Preparing detailed PQ evaluation report
  • Liaising with client organisation and coordination of results
  • Preparing response to applicants

 

 

 

 

b)

Preparation of Draft, Final and Amendment to Final Tender Documents including:-

 

 

 

 

 

  • Invitation To Tenderers
  • Instructions To Tenderers, defining the procedures for tendering, reviewing, and selection of Contractor(s)
  • Conditions of Contract (using FIDIC Conditions as a basis, with General and Particular Conditions)
  • Specifications for Workmanship, Equipment and Materials, including providing basic reference documents to engineers, coordinating and editing engineers’ draft documents
  • Assisting with preparation of Bills of Quantities (BOQ), including providing basic reference documents and method of measurement to engineers, coordinating and editing engineers’ draft documents and training/supervising local personnel
  • Preparing tender evaluation methodology and guidelines

 

 

 

 

c)

Providing general support and assistance with:

 

 

 

 

 

  • Preparation of Sequence and method of construction
  • Preliminary cost estimates.
  • Design coordination and revision
  • Preparation of Final Design Report

 

 

 

 

The DCI Services also include or require the following:-

 

 

 

  • Coordination within the project team, ensuring that all technical inputs are provided by respective engineers, reviewed, discussed and consistently applied in the implementation of the Project and in a timely manner.
  • Assisting with external coordination, ensuring that the project team including local consultants, take consistent, effective and timely action.
  • Selection of base documents, techniques and procedures suitable for an international project of this type.
  • Assistance with local staff training, supervision and coordination.
  • Attending coordination and other meetings with Employer.
