With
increasing exposure to the international community, the Government of
the Republic of Uzbekistan has identified the necessity to develop industry
(particularly tourism) within the country and consequently the need to
upgrade the standards of principal domestic airports. Represented by the
National Air Company (NAC) and utilising funds from JBIC (formerly the
OECF), the Government has proceeded with the modernisation of three local
airports at the cities of Samarkand,
Bukhara and Urgench. Project works have been divided into two successive
packages with the higher proportion of civil engineering works in pavement
upgrading, included in the first package - “Group 1 Works”.
Very restrictive time constraints, dictated that work on all three
airports had to proceed simultaneously. Considering also the distant locations
of each site, the difficulties of access, transportation, communications
and the extreme seasonal climatic variations, major difficulties and challenges
were presented for the consultant in terms of design, management, supervision
and co-ordination. DCI provided contract commercial/contract management
and quantity surveying services to their client, including the development
and implementation of comprehensive project management and supervision
procedures.
